POLICY STATEMENT: It is the policy of the Board of Trustees that no person shall receive credit, final grades, or other official recognition or be allowed to register for additional credit or non-credit courses and programs until all financial obligations to the college have been paid or satisfied. Such financial obligations shall include, but not be limited to, the following: tuition, fees, fines, repayment of student loans and any and all other charges from affiliated entities. Paper financial aid transcripts are no longer required. Colleges are able to view financial aid awards at any institution electronically through NSLDS (National Student Loan Database).

BACKGROUND: This policy is a revision of Policy S, III, Finances, Obligations (87-03) dated 3/19/87.

The language of the Policy Statement was amended in 2010 to clarify that paper transcripts would no longer be required, since colleges are able to view students’ financial aid awards at any other institution electronically via the National Student Loan Database.

This policy was amended in 2024 to remove the word “transcripts” from list of documents that cannot be released, as SUNY’s latest policy change dictates that colleges cannot hold transcripts for a financial obligation.
